Arguments for privatization
את הטיעונים בעד ההפרטה ניתן לראות כחלק מגישה ימנית-ליברלית לגבי כלכלה הגורסת שמשק בעל סקטור פרטי מפותח וסקטור ציבורי קטן הוא משק חזק יותר, יעיל יותר וגמיש יותר לגבי שינויים.
להלן טיעונים עיקריים המצדדים בגישה זו:
1.הקטנת הסקטור הציבורי ע”י הפרטה עוזרת למדינה להקטין את העול הפיננסי המוטל עליה ותוך כדי כך להזרים מזומנים נוספים לקופתה.
2.החברות המופרטות עשויות לשפר את ביצועיהן ולהפוך לחברות בריאות ותחרותיות המהוות חלק מהמגזר הפרטי.
3.הפרטה עשויה לחזק את מעמד הביניים במדינה (כמו במקרה עם מכירת נכסים לציבור, או במקרה של חלוקת אופציות לקניית מניות).
4.בעת מיקור חוץ של שירותים ציבוריים עשוי לשפר את איכות השירותים הנ”ל לצרכן תוך חיסכון בעלויות מצד המדינה.
Arguments against privatization
את הטיעונים נגד ההפרטה ניתן לראות כחלק מגישת “מדינת הרווחה” הגורסת בכך שהממשל צריך להיות מעורב בחייו של הפרט ולעזור לו במידת הצורך.
להלן טיעונים עיקריים המצדדים בגישה זו:
1. הממשלה מוכרת את “היהלומים שבכתר” כלומר רק חברות רווחיות או חברות שיש פוטנציאל להרוויח עליהן.
2.ההפרטה תורמת להגדלת אי שוויון בחברה בכך שגודל אי שוויון בחלוקת הכנסות (בעלי הנכסים המופרטים מגדילים את הכנסותיהם).
3. בעת תהליך ההפרטה הממשלה מזניחה לעתים את השכבות החלשות
4.תהליך ההפרטה עלול לפגוע בעובדים של החברות המופרטות , הן מבחינת הרעת תנאי עבודה והן מבחינת פיטורין.
